Outcome 1: Societies across the MENA region demonstrate an increased involvement of men and boys in caregiving and household responsibilities and more empowerment of women and girls. Outcome 2: Key institutions effectively transform patriarchal masculinities and social norms, with a focus on advancing the caregiving and household responsibilities of men and boys and the economic empowerment of women and girls. Outcome 3: More men and boys are able to take their share in caregiving and household responsibilities with more enabling laws and policies that promote their caregiving and household responsibilities, and paternity leave. Outcome 3: More men and boys are able to take their share in caregiving and household responsibilities with more enabling laws and policies that promote their caregiving and household responsibilities, and paternity leave.Support provided to update the Results Framework of the DTC programme as needed as well as for the development of M&E systems to monitor the results of key programme initiatives and partnerships, such as the Male Allyship manual with private sector, regional partnership with partners to work with the religious institutions, regional partnership with Arab Women Organization, regional network of MENA universities, regional network of male decision-makers, and national partnerships with national women's machineries and others for policy work on men's caregiving and paternity leave.

Functional Competencies :* Good planning, goal-setting, and prioritization skills; Ability to lead Monitoring and Evaluation strategies, policies, and its implementation; Ability to lead results-based management and reporting; Creates, edits, and presents information in clear and presentable formats, using appropriate IT functionality; Job knowledge /technical expertise; Ability to handle a large volume of work possibly under time constraints; Ability to organize and complete multiple tasks by establishing priorities; Ability to implement new systems and effect staff behavioural/ attitudinal change; Builds strong relationships with clients, focuses on impact and result for the client, and responds positively to feedback; Consistently approaches work with energy and a positive, constructive attitude; Demonstrates good oral and written communication skills; Thoroughly and methodically collects, verified, and records data, demonstrating attention to detail and identifying and correcting errors on own initiative, and maintains databases; In-depth knowledge of Office software applications relating to word processing, data management, presentation, and databases. Master's degree in one of the following disciplines: M&E, International Development, Gender/Women's Studies, International Relations, Social Sciences or other related fields;

A bachelor's degree with 2 or more years of relevant experience can be accepted in lieu of a master's degree

A minimum of 7 years of professional experience in the field of M&E for international development programmes or projects is required;
Experience working in M&E for gender equality and women's empowerment programmes or projects, and analytic work experience in gender and masculinities is required; In-depth understanding of cultural nuances involved in gender norms and masculinities in the Arab region is a must; Proven ability to work and cooperate with a myriad of stakeholders and partners, including government, private sector, civil society, international organizations, and grassroots organizations is required; Previous experience working for the UN system is an asset. Fluency in English and Arabic languages is required; Knowledge of the French language is an asset. Criterion 1: Experience on M&E for international development programmes and projects. [20 points] Criterion 2: Experience working in M&E for gender equality and women's empowerment programmes or projects, analytic work experience in gender and masculinities, and proven in-depth understanding of cultural nuances involved in gender norms and masculinities in the Arab region. [30 points]* Criterion 3: Proven ability to work and cooperate with a myriad of stakeholders and partners including government institutions, international organizations, CSOs, private sector and grass root organizations; with the following qualifications being an added value: experience working for the UN system and French language skills.
