The Capacity Building Department
  • The selected candidate will work in the Capacity Building Programs Department (CBP). The department conducts collaborative and contextualized training and builds practical tools to enhance the capacities of government and non-government partners to design and implement effective policies, programs and projects in CVE. This includes projects related to preventing violent extremism through education, rehabilitation and reintegration of violent extremist offenders, National Action Plans to prevent and counter violent extremism, supporting families in CVE, and community oriented policing, STRIVE Global supporting and building the capacity of local NGO's and research institutions, among many others.

The Project you will work on
  • Your contribution will advance the work of the capacity building department in Morocco, specifically its program, Rehabilitation and Reintegration of Women and Children, in partnership with the Mohamed VI Foundation for the Reintegration of Detainees. The programd in September 2021 and aims to strengthen the skills and competences of the social workers of the 12 different centers of Mohamed VI Foundation, so as to support their work in rehabilitating and reintegrating women and children into the society. Indeed, the foundation holds the legal mandate to reintegrate detainees upon their release including those convicted for terrorist offences, and works with their family members, including vulnerable women and children returning from conflict zones and/or exposed to violent extremism.

Key Responsibilities
  • Produce a manual of standard operations procedures and good practices for post- prison rehabilitation and reintegration of women and children throughout the 12 different centers of the Mohamed VI Foundation. This manual aims individualize, collect, standardize and disseminate the various practices implemented at the center level.

  • Conduct field visits in the selected centers of the Mohamed VI Foundation to gather information on the practices used to rehabilitate and reintegrate women and children after prison in those centers;

  • Provide regular updates while drafting the manual to representatives of the Mohamed VI Foundation and Hedayah.

Experience
  • At least 10 years' experience in the field of rehabilitation and reintegration at national and/or international level including knowledge of Moroccan laws and rights regarding incarceration and rehabilitation of women and children vulnerable to or exposed to violent extremism;

  • Advanced experience in drafting and compiling policy, manuals, guidelines and standard operational procedures;

  • Consolidated experience working with governmental or non-governmental organizations;

  • Previous experience in research;

  • Background knowledge of effective rehabilitation and reintegration processes with a specific focus on women and children that are vulnerable or have been exposed to violent extremism.

Qualifications
  • Degree level, preferably in Law and/or Social Science and/or Criminal Justice and/or Terrorism. Desirable: focus on women and children thematic.
