Purpose of the Job
Drive project / program execution, to maximize the results with respect to cash and margin whilst delivering on time, in conformity with the contract / Program Charter according to Customer / Platform expectations and the requirements on EHS,
Constantly seek and propose to the Customer Director / Platform additional opportunities in the frame of the contract / Program Charter; ensures Alstom Transport legal and contractual rights are protected.
Report to the Region of Destination, with, in case he is located in a Unit outside this Region, a strong link with the Unit Management
For programs: Report to the Platform or Metier in charge of leading the program
Customer / Platform (for R&D programs), Partners, Project Team, Line Managers providing resources, Project Office, Support functions (Finance, Tax, Legal, etc..) and other project stakeholders.

Plan and manage the complete execution of his/her scope from transfer to close out, in line with Contract / Program Charter requirements.
Lead a Project Team, including Core Team and when applicable internal and external partners
Perform project management and contract administration according to Alstom Project
Management Manual, including proactive risk and opportunity management, and in full
compliance with e-book rules (in particular e-book 2 on E&C).
Ensure completion of Project / Program Performance goals to meet business objectives and customer /Platform satisfaction.
Responsible and accountable for the Project Profit and Loss;
Respect the budgets and QCD objectives defined during PAB.
Represent Alstom towards Customers and when applicable external stakeholders
(Consortium, JV …).
Ensure optimal quality of project/program execution and reviews.
Ensure that critical aspects are identified in reviews and proactively / professionally
addressed and followed up.
Make sure that key project stakeholders are aligned toward project/program goals.
EHS: Accountable for the proper implementation of the Alstom policy and Customer /
Platform requirements by all stakeholders (internal & external) including suppliers and
contractors.
Report to senior management, with transparency, the situation of the project / program and its KPIs, during the business/sector project reviews or PRB.

Prepare & Issue the IFQ
Prepare the full technical documentation necessary to submit to Customer:
Prepare the technical description of offered solution
Prepare the technical clause by clause or list of derogations
Prepare the project master schedule
Draft the price list in line with the Tender Leader instructions and the bill of quantities(if any)
Define the offered solution.

Ensure offered solution compliance versus Customer requirements and internal product

Manage QCD optimization and obtain clear commitments from different actors:
Identify, analyse and evaluate QCD gaps (a design review is performed)
Define interfaces and allocate between actors the cost targets, contractual obligations,
Manage the QCD review
Check, challenge and consolidate well documented commitments
Prepare risks & opportunities reviews
Organize risks reviews and ensure the elaboration of mitigation plan,
Prepare and maintain updated risk register and ambition register,
Prepare compliance matrix.
Keep records of the documentation produced for tender preparationKeep and classify the
documentation (Customer RFP, Q&A, Presentations, letters, presentations),
Ensure traceability of evolution linked to the preparation and negotiation (log of all evolutions, internal documents and mails)
Participate to the contract negotiations
Verify feasibility of evolutions versus the offered and approved reference,
Update QCD data and obtain revised QCD commitments from different units,
Unsure that all Customer questions have been answered as fully as possible, and that
the organisation has given itself the best possible chance of success,
Ensure traceability of evolution (log of all evolutions, internal documents and mails,
Final review of the contract documents before contract signature.
Manage the budget of tender preparation cost according to Tender Costs Authorization
Process [A3]
Prepare and propose the budget to Region for approval with necessary phasing and
breakdown by unit,
Follow up the expenses Manage changes and slippages to schedule.
Contribute to REX through the Win-Loss Analysis in liaison with Tender Leader and
Market & Strategy
